If you want to draw connections, SHAFT is the fisherman and anime is the girls (the bait), and the fish/NEETs are their audience. Some of the lines can be drawn between the girls and the fisherman or the girls and the bait – and the lyrics try to keep enough ambiguity so that it could be both. The fisherman sometimes feels like he’s going to get a great catch, or is doing great good for the world, but everything in the end, ends up being pretty minimal. Also, the tournament confirms that the fisherman isn’t really any different from who he’s targeting.

Notes:
I feel like there’s a pun on maketemo/make, which means “reel” in context – but it’s pronounced the same as “lose/fail”. ie. “no matter how you reel or pull” becomes “no matter how much of a loser you are, no matter how much you draw back when you see me”

“Get ready to take a picture!” – rather than a photograph the lyrics refer to inking the side of a fish you’ve caught and putting it on a piece of paper as a sort of trophy. I thought it’d be confusing to directly insert that in the lyrics so I just put “Get ready to take a picture!” instead.

CurryRice has suggested “trolling” might really be “trawling” and I think he’s probably right.
